Herb Stokes is one of the members of the Toppat Clan in Infiltrating the Airship, the fourth game in the Henry Stickmin series. He also appears in the Relentless Bounty Hunter and Rapidly Promoted Executive endings. This character is shown as a crane operator on the Airship. In the old version of the game, Herb had a light gray helmet-like hat, but in the changed version he has a hilarious appearance, wearing a yellow construction helmet under a gray hat.
