Butler is one of the many quirky characters in the Dog Man world. He was shown in comic books as a spy with binoculars, who watched Officer Knight and Greg the Dog. Later, Butler goes downstairs together with Petey, the bad hero in this story, to figure out how powerful they are against the police officer and his dog. Also, he spied on Dog Man to reveal his weaknesses. But when he appeared in Book 'Em, Dog Man! again, Butler became so stupid that he married a trash bag.
